[13.x] Support percentages for queue:work --memory
Pull request #61753 extends the `--memory` option of `queue:work` so it accepts a percentage of the PHP `memory_limit` in addition to an absolute number of megabytes. Let worker memory limits scale with your container sizing instead of recalculating a static value every time.
