Graceful Deploys for Long-Running Scheduled Commands: hasBeenInterruptedSince() in Laravel 13.x
PR #61764 turns schedule:interrupt into a timestamp-based signal that long-running, runInBackground scheduled commands can poll via Schedule::hasBeenInterruptedSince(), enabling graceful deploys without breaking existing behavior.
